Do you need a fishing license to catch sardines?

Do you need a fishing license to catch sardines? Very interesting question this one. Came to me. So Lets read the rules together…

The Rules

You can download the rules in PDF form to your phone or computer and have them with you at all times. Its a very nicely put-together document and we should all be familiar with it.

But here listed below, are the juicy bits, that might answer the big question…do you need a fishing license to catch yourself a few sardines in the shore break? With your bare hands. Or a bucket. A skirt. A t-shirt. Washing baskets work wonders…here goes…

General Regulations

Every recreational angler must pay for the right to fish
in marine waters by buying an annual (or temporary)
recreational fishing permit. Different types of fishing
permits are available including angling, spearfishing, boat
skipper, etc. These permits are available from the Post
Office.

  • A recreational fishing permit entitles the holder to catch
    fish for own use only and not to sell or trade.
  • The holder of a recreational angling permit is entitled to
    catch fish of the Class Pisces (i.e. bony fish, sharks, rays,
    skates and chimaeras) only with a rod, reel and line, to
    which no more than 10 hooks are attached.
  • The holder of a recreational spearfishing permit is entitled
    to catch fish of the Class Pisces (i.e. bony fish, sharks, rays,
    skates and chimaeras) only with a speargun.
  • The skipper of a vessel used for recreational fishing shall
    be in possession of a permit endorsed for recreational
    fishing from a vessel.
  • The holder of a spearfishing permit shall not use any
    artificial respiratory equipment, except for a snorkel.
  • The holder of a recreational fishing permit authorised to
    fish within a Marine Protected Area (MPA) must adhere
    to the conditions specific to that MPA.
  • The holder of a recreational angling and/or spearfishing
    permit shall not catch or be in possession of:
    a) Any fish listed as a Prohibited Species.
    b) More than the daily bag limit listed for that species
    during any one day. Furthermore, there is an overall
    cumulative bag limit of ten (10) fish per person per day
    irrespective of the species caught, except that this
    does not apply to baitfish species where there is no
    bag limit or to species where the bag limit is greater
    than 10.
    MARINE RECREATIONAL
    FISHING REGULATIONS
    in South Africa
    c) Any fish smaller than, or of a mass less than, the size
    limit listed for that species.
    d) Any fish during the closed season listed for that species.
  • The holder of a recreational spearfishing permit shall not
    catch or attempt to catch fish in an estuary.
  • All fish that are landed, except sharks, skates, rays and
    chimaeras, must have head and tail intact so that it can be
    established whether the fish conforms to the minimum
    size and/or mass, provided that it may be gutted.
  • Any fish caught in contravention of the provisions of
    the Act or the permit conditions must immediately be
    returned to the sea with as little injury as possible.

Comment

Well, to me this certainly looks like it reads that everyone who collects anything from the ocean, in any way, needs a form of fishing license! Luckily I managed to get my license at the Port Shepstone Post Office since the South African Post Office stopped paying rent to all its cute little satellite and handy branches that were dotted all over the country. Little towns and villages. They all had these quaint versions of a cultural icon that we have ALL relied on for our lives until recently. Pen pals. Mail order. Postcards…so much fun!

But they were mercilessly culled off. Another ANC achievement. Shut down. Jobs and livelihoods gone. So now you got to hike to the bigger centres to find a working post office.

And get a fishing license!

And then when the officials come raiding your beach like stormtroopers, in their decked-out new bakkies, you can show them, the difference between a shad and a santer. With the PDF download on your phone.

Morning chaps
this is Kevin at Qora Mouth
just north of Mazeppa Bay in the Southern Transkei
well well
well the sardine run is definitely underway
netting going on already in Southern K
Z N started with Port Edward yesterday
and they’re moving up the coast a bit
uh we saw all the netting boats
standing around at Saint Mike’s
this morning which was a little bit north of uh
Port Edward
and they’re just looking and waiting and watching
um nets went out this morning at sandspit
and so those sardines are actually moving up the coast
albeit a little bit slowly
but that’s okay
there’s lots more sardines coming behind them
and I think you know
if we if we just discuss what’s happened so far
we have hindsight right now
2020 vision um
the sardines were down off east London as we know
then they moved to Cintsa
and then they disappeared off the radar
now normally
every year
I get the sards coming straight past the front of me
a kilometre out I saw nothing
the only thing I had to go on was the gannets
because every morning
the gannets leave their roost wherever they were
and they travel up the coast or down the coast uh
because they know where the sards are
and they were all booking it north of me
so what actually happened here
is that the sardines jumped out deep
because there was warm water in front of them
and they moved past me
probably out right where the continental shelf is
they probably wouldn’t go off the shelf
but our shelf here is about 19 KS out
so they were out there deep and they moved past
and yeah they’ve come in at KZN
strange how things work out
so what we can expect now chaps
is that these uh sardines are gonna move up the coast
and there’s lots more backing them up
I’m seeing lots of birds going north still
so there’s still lots of sardines out deep
we had a big shoal that moved through east London
about three days ago and that’s out deep
it’s uh
they’re moving in a very
very low current and they’re moving north cool
so um yeah
that’s what we got guys that’s what we got for now
but um
let’s keep watching and um
let’s hope it’s a bumper year for the netters there
please just another reminder
keep well clear of the nets
if you’re there in the morning watching them
um it’s dangerous work and it’s their job and um
tempers get a little bit flared
if the public get a little bit too close
so give them their space uh
watch from a distance and um
keep it real let’s have fun cheers

Elton of GoDive Sardine Baitball Report from Cintsa #sardinerun2025 #sardinemigration #sardine #news :another crisp wintery morning down here in southern KZN. The offshore winds are blowing daily and this whole week is dominated mainly by south systems swinging across the country. Causing this offshore drift of air every morning – you can see the smoke from bush fires, cane fires and people whisping out over the sea. Makes for spectacular sunrises and seascapes.

We have a gentle southwesterly blowing later this morning, aiming to top out at around 12 to 15 knots as it takes over from the offshore from about low tide onwards. Later in the day, as the tide pushes in, the wind will swing even further to the east to become a proper onshore.

The ocean recovers really fast in this place at this time of the year. And often a bit of east in the afternoon will pull the prevailing SSW swell into the bays and coves for surfing for the next morning. Many nuances in the atmosphere are at play right now that produce these perfect conditions.

Meanwhile, down south in Cintsa…sardine baitball report by Elton…

all the fish and more fish and more fish and more fish
Hey morning just an update from
Cintsa uh week 4 has just kicked off
yesterday was a little bit quiet
didn’t really find much at all um
and then today all of a sudden in the cold
wet windy um
weather there was there’s quite a lot of action
right from in front of Cintsa in the bay
20 meters deep water nice clear water uh
lots of sardines lots of gannets
and then
some of the videos are also from the East London side
so
one of the boats went all the way down to East London
found great action in front there yeah
the other boats in Cintsa
all the clients on both boats are in the water
at the moment uh
I think um
the last update I heard is that the
one boats
on their third or fourth bait ball for the morning
yeah and they only launched at 8:00 so it’s really
really good conditions at the moment
lots of sardines coming through
lots of gannets
lots of dolphins and I will update further when uh
when I hear more
wow guys it’s bait fish all over the place

The Sardine News and Windy.com: Good morning and thank you for checking in with us. Ok, conditions first – the conditions analysis goes out nice and early each day. Published on The Sardine News website. And into that will go the news as the day unfolds.

Starting with today! And Adam’s

On a scale of one to ten, today is an 11 plus. The ocean is big and glassy, painted smooth by a brisk and crisp offshore wind. That will blow right through this low tide and into mid-morning. Where it might hang about or swing gently onshore, as is predicted. High tide after lunch.

Talking of predictions, we have struck a deal with Windy.com that allows us to use their fantastic visualisations for our reports! Head on over to https://windy.com if you are ever uncertain of the weather. Hit the play button at the bottom left and watch as your future is revealed. Better than a crystal ball!

From the Windy.com animation, you can see the two cold fronts that we are in the middle of. That next one is only due mid-next week.

Surf

The SSW swell at 14 seconds will be fantastic at certain spots up and down the coast. Durban town looks a bit flat today. The Tweni 2’s surfing contest at Umtentweni is staged for tomorrow down the south coast, and the surf is going to be perfect down there!

A rising barometer at 1030 means east conditions on their way. Afternoon onshores are an everyday thing now. Luckily, the ocean recovers from the chop overnight.

Fish

Except for the lack of shad in KZN, the fishing is excellent. Luckily, this recent cold front might excite them shad all into the same sardine fever that has gotten hold of us.

Garrick and kingfish have been grabbing the headlines, along with medium to small sized koblets. Out at sea, couta is the name of the game. The recent UKFC kayak on the north coast of KZN event had phenomenal catches with a dozen fish around or over 20 kgs. Get your MYDOs in the Sardine News tackle store online.

Currents

And finally the Agulhas current…is screaming and we can clearly see how the counter current carrying the sardines has crept so far up into the Transkei. And is literally cut off now. We can see the Natal Pulse dynamic in full swing as the continental shelf diverts the Agulhas into a literal whirlpool.

Night-time is the Right-time for KZN Estuary Fishing

Night-time is the Right-time for KZN Estuary Fishing: especially when the high tide is late in the arvo, or early evening. Regular estuary anglers with me, John and Barry, set up camp here on the edge of the Umzimkulu this week. Launched their little Tug 10, and nabbed 5 species in their first two sessions!

Here is the news from today…

The first fish was on the first evening, just fishing in the moonlight, tied up to the jetty. John had a new cast net and was producing perfect little mullet, and the odd glassy. After some banter, Barry ended up with a glassy out there, instead of a mullet. And true to form, that little glassy (nearly as big as Barry’s circle hook) produced a screaming reel.

Barry enjoyed his argument under the moon, with a proper perch. The only fish, on the trip, that was kept and eaten. All the rest that these guys caught went back…

Kingfish, Tarpon, Rock Salmon, Kob

The next day, they went out on the Tug and upriver to the deep holes. There are a series of these 10m plus holes all along the edge of the cliff, starting from underneath the ghost house. It was in this deep water, which happens also to the narrowest part of the estuary, that the guys had their success.

Note: John and Barry hold the record for the most kob caught over a long weekend, ever. They totalled in the hundreds, and let every single fish go healthy and better off. Using circle hooks for easy release and a 100% hook-up ratio, they also gave the koblets a good lecture with each release. Doing wonders for the future of kob.

The next day…

Was a little slower, mainly kob and things again.

Python!

Then, in idyllic conditions, Emilio joined us on the big boat. We anchored up against the cliff to be able to fish down in the deep. We never got a bite. Until the miggies came. Then all of a sudden, the fish were there. And as it got dark, we got multiple strikes.

But it wasn’t until the next evening, when we swapped Emilio for Alan, that we got another nice kob which Alan took home to share with his wife.

A marked moment on this trip was seeing a huge turtle pop up. And then a huge snake, with a very squared off head – black in the twilight, swimming purposefully across the river. I first paid it no heed, thinking it an otter. Of which there are plenty in this section of the river. Until I saw Alan staring at the thing intently.

It was definitely not an otter as it silently approached the bank, only a tiny ten metres away from us. Now fully at attention, the boat went silent. And the huge snake slipped into the jungle without a sound.

On both of these evening sessions, the kingfish were mercilessly hammering the little mullet and things on the surface. All around us – at least 20 bust-ups. We had a few goes at them and I had a good chase down, but they were too engrossed in their abundance to pay us any attention. Suspected Greenspots, although some could have been GTs the attacks were so big and mean.
