Linefish Lockdown: A Necessary Bitter Pill for Our Dying Oceans?

Linefish Lockdown: A Necessary Bitter Pill for Our Dying Oceans?: While the “Beasterly Easterly” is currently battering the South Coast, a much more permanent storm is hitting the fishing industry. The Department of Forestry, Fisheries and the Environment (DFFE) recently announced the 2026–2027 Traditional Linefish allocations, slashing vessel numbers nationwide from a previous 547 to just 56. While many are calling this a “decision to starve” our communities, a closer look at the water suggests the system was already in a death spiral.

The Hard Truth: Resource Collapse For many on the front lines, like traditional linefish quota holder Anton Kruger, the cuts aren’t a shock—they are an overdue necessity. Kruger points out that linefish resources have “all but collapsed” in many areas. The reality of the ocean in 2026 is a grim one: active fishers report that in an entire year, they might only see a profit on three trips. With overheads for fuel and bait skyrocketing, many traditional fishers are spending more to get out there than they ever bring back to the jetty.

The “Paper Quota” Problem A major point of contention is the structure of the Small-Scale Fisheries (SSF) cooperatives. While the co-ops claim these cuts erase “generations of history,” Kruger argues the current co-op model has only operated in the linefish sector for three years and is fundamentally flawed. The sector is reportedly riddled with “paper quota holders”—members who sit at home absorbing profits while the actual, active fishermen struggle to make a living. This creates massive infighting and a system where the “managers” often walk away with the lion’s share of the money.

The Economic Nightmare

The math simply doesn’t add up anymore. Consider these figures:

  • Silverfish: Currently fetching only R20 to R25 per kilo.
  • The Break-even Point: A fisherman needs to land too many fish just to cover the cost of fuel for a single trip.
  • Market Flooding: During recent runs, even high-value fish like Yellowtail have plummeted to R25 per kilo because buyers are overwhelmed.

This economic collapse is worsened by the recreational sector, which Kruger claims openly competes with commercials by selling catches illegally. Because recreational fishers don’t have the same overheads, red tape, or permits, they can flood the market with cheap fish, driving prices down for those who actually depend on the sea for their mortgage.

Step in the Right Direction?

While the Letter of Demand from the co-ops warns of long-lasting social and economic damage, others believe that continuing to dish out quotas with no regard for the actual size of the resource is a “communist wet dream” that will only leave everyone impoverished.

Is the DFFE finally putting conservation ahead of political promises? If we don’t stop the “death spiral” of our estuaries and oceans now, there won’t be any fish left for the next generation to fight over. The 28 February permit expiry marks a crossroads: do we keep fishing a collapsed resource, or do we finally face the reality of an empty ocean?
